In 2007, CareFirst was named by Health Industries Research Companies (HIRC) for having one of the "Most Effective Health Plan Disease Management Programs"–the first major contract to combine wellness and DM. He has earned certification from the Disease Management Purchasing Consortium International for Critical outcomes report analysis and for validity in savings measurement, while the plan has been certified for outcomes report analysis and been recognized for excellence in DM outcomes for COPD and congestive heart failure. Dr. Safeer is responsible for helping to pass a law through the Maryland legislature allowing health plans to provide incentives for members who engage in healthy behaviors.
